-Physical Appearance:

A slender man who is almost always grinning. He has black hair and brown eyes with a red tint to them.

His usual outfit consists of black shoes and a dark gray v-neck shirt tucked into a pair of black pants held up by a black belt. He also often wears a black hooded jacket. The jacket has off-white fur around the bottom, at the ends of each sleeve, and around the hood. He also wears a set of matching silver rings on the index fingers of both hands.

-Weapons:

Flick blade. He sometimes carries a large quantity of smaller throwing knives, but this is usually only done when he plans on fighting with Shizuo.

-His/Her Personality:

Izaya is highly intelligent, cunning, and charming. He could be described as somewhat psychotic, as one of his favorite hobbies is to place people in extreme situations simply to see how they react. His reasoning behind these actions is simply that he loves all humans and wants to know more about them.

Though Izaya loves all humans, he has no interest in romantic relationships. Though he will sometimes flirt with women, this is generally only to manipulate them or see how they react. Also, his love for humans has a singular exception in Heiwajima Shizuo, who Izaya hates.

He has a thorough understanding of human behavior and can predict people's thoughts and actions with incredible precision. He often uses this behavioral knowledge to manipulate people for his own amusement and personal gain.

Izaya generally acts very care-free and friendly towards others, though he often has abrupt changes in his mood in the middle of conversations leading to people viewing him as unstable.

-A Biography:

Izaya has always had a knack for causing trouble. During his middle school days, he started a gambling ring for baseball games which ended with his friend, Shinra, getting stabbed. Izaya told Shinra to tell everyone that it was he who had stabbed him, promising to make Nakura, the one who had actually stabbed Shinra, suffer for as long as possible. Having taken responsibility for the stabbing, he used that to blackmail Nakura into working for him.

Upon entering Raira Academy, Izaya already had numerous underground ties. After meeting Heiwajima Shizuo (and attempting to kill him almost the second they met), he used these ties to send numerous gang members after Shizuo. Eventually, Izaya framed Shizuo for a crime which cost the blonde man his job.

After graduating Raira, Izaya became a full time information broker. Over the years, he gained a vast knowledge of all of the gangs and other illegal activities in and around Ikebukuro. He used this information to make himself a rather sizable fortune, as made apparent by his willingness to spend large amounts of money to stage kidnappings and other activities for his “hobby” of human watching. He also used his knowledge and connections to come into possession of Celty's head, which he greatly desires to wake up. In order to due this, Izaya plans to manipulate the people of Ikebukuro to cause a large scale and violent gang war.

RP Sample:

Izaya sighed as he made his way through the streets of Ikebukuro. It was the first time he had been in the city in several weeks. After his failed attempt at waking Celty's head, Izaya had decided it would be best to stay away from Ikebukuro and lay low for a while. However, he had very quickly become bored with that, which is why he currently found himself in the place he had been avoiding.

Izaya let out another sigh as he made a sudden turn and began to walk through the park. It had long since become dark, so he found himself quite alone. He had just left a 'suicide meeting' that he had set up in an online chat room and was more than a little disappointed with the results. The two he had met, a man and a woman whose name's Izaya had already forgotten, had been so boring. He'd already forgotten what their reasons for suicide were; he had far more important things to use his memory for.

Coming to a lonely park bench situated next to a small fountain, Izaya allowed himself a third sigh as he sat down and leaned his head back. “Even after all this time... I still can't comprehend why people decide to kill themselves.” Izaya closed his eyes and shook his head as his mouth slowly turned upwards into a grin. “And that is why I love them so much.”

With that thought, all of the disappointment from the suicide meeting melted away, forgotten as easily as the people who had caused it. Unable to contain it, Izaya began to roar with laughter. After all of the people he has met, all of the different situations he has observed, humans still managed to surprise him.

“Ah, it's so fun! Fun, fun, fun, fun!” He jumped to his feet and whirled around in a circle with outstretched arms, laughing all the while. “All of the surprises... I love humans!”

His laughter, as well as his spinning, came to an abrupt stop as he stared up at the stars overhead. “All of this time of having to avoid Ikebukuro... Oh, how I've missed it. I want to see more! I want to know more!”

Grinning from ear to ear, Izaya began to skip along the path in the general direction that would lead him to his office. “Time to make things a little more interesting again.”

This is pretty good. This is better than the last one. I think you pretty much covered everything, so you got my approval. Once you've gotten Shad's approval, then i'll make Izaya's headquarters in Shinjuku.
